Spent the p.m. in practicing on the bicycle. Found it very hard―almost discouraged.

Hear that the government―or rather, Cho Piung Sik―is now engaged in negotiations with the American Legation on the subject of dismissing Jaisohn.

Went to the Palace 5 p.m. While waiting in the "Kong Sa Chung", Chang Bong Huan said to me that Sim Sang Hoon and General Le Gendre are planning to establish a bank, that they would like to have me join them, and that An Kiung Soo with Yi Yong Ik and Alexeieff are trying to set up a bank.

Had an audience about 11. Asked H.M. if the report was true that my father was to be soon relieved of his present office. H.M. answered that he hadn't heard anything from the Home Minister to that effect and that he (the King) would let me know as soon as he knew anything definite about it.

Told His Majesty how penniless Pak Y.H. is in his exile, refusing the help of the Japanese government, how grateful Pak would be if His Majesty granted him a pardon for his political offence, as he was expelled not because he was guilty of any real crime but because he was the enemy of Yu Kil Chun and Kim Hong Chip. Informed His Majesty right out that I had learned of distressed condition of Pak through An Kui Chung. His Majesty said that he didn't know whether any public charge had been made against Pak, and graciously said: "Tell An Kui Chung that you have reported Pak's case to us."

Min Yong Chan told me that a man named Yi Chai Sung, who has free access to His Majesty keeps a batch of geophysiologists at his home, whom he persuads His Majesty to send out everywhere near Seoul to find a better grave site for the late Queen than where she is now resting. His Majesty is reported to regard the present grave only a temporary affair.

At 11 a.m. called on General Le Gendre. He told me that a bank controlling the money circulation of the country is a necessity; that Sim Sang Hoon desires to establish one in which Sim expects to get His Majesty's private fund deposited: and that they, Le Gendre and Sim, would be glad to have me join the concern. I replied that I would be pleased to do so as it might give me a regular business. Then read over with him some banking regulations which the General had written out.

At the dinner table Le Gendre said: "My son asked me to return to Ameriea, but if I did I would die two months after getting to New York. Americans are so greedy and selfish. When they see a man returning from the East, they do not ask if he has done any good to his fellow beings but if he has made any money. I am disgusted with their question, "Made any money? Made any money?" America has been going down for the last 30 years. In the streets of New York, they used to show you a woman who was not right but now they show you a woman who is right."

Le Gendre informed me that some six years ago An Kiung Su charged His Majesty2,500.00 for a stamping machine whose real cost in Japan was4,000.00 or a little more.

At 11 a.m. went to Le Gendre's to have a consultation with Sim Sang Hoon on the bank business. I objected to subjecting the bank to the control of the Household and the Finance Dept, Sim agreed with me and decided to establish it under the sanction of His Majesty. General Le Gendre suggested that we should have a Japanese manager and cashier, but Sim told him to keep silent on that subject as mentioning a Japanese might be prejudicial to the scheme. Sim Sang Hoon seemed to be anxious to get hold of some big sum which His Majesty has now. We parted with the understanding that General Le Gendre and I should make out and translate the regulations as soon as possible and that Sim would get His Majesty to put his private seal(啓學) on the paper.

18th. Saturday. Cold as usual.

Called on Jaisohn in his office at 9 a.m. He said he would go if paid. Told him I would like to take up the Corean part of the Independent if he should go.

Spent most of the day at Le Gindre's in fixing up the regulations.

Called on General Le Gendre at 10 a.m. to finish up the regulations. He told me frankly that he didn't feel like going on with the bank scheme for the following reasons:

He learned that the Japanese Dai-ichi Bank does all its business on100,000.00 only. Now if His Majesty could be induced to give say 2 or 3 hundred thousand dollars to the new bank under consideration, how are we to pay him the interest? That is, there is not business enough for the employment of the capital.

2. If we are going to have a Bank at all, we must have somebody who knows the business. Now, this is the reason why I am anxious to employ Harada of the Japanese Bank as our manager. But Sim Sang Hoon didn't like the idea of employing Japanese. I wouldn't put a cent in a bank managed by Coreans alone. Nor do I care to deceive His Majesty or any other person. Hence we had better postpone the translation of the regulations etc. until we be sure that Sim intends to carry on the business in the proper manner.

I agreed with him and came away.
