Seoul home. Had a chat with Barnhart about my plan of proposing to the Board of Managers to form a union with the Japanese National Council as the Churches have formed a union of the Churches in Korea, I also told Barnhart that I had a call from a Chong No Police detective who conveyed to me the advice of the Chief of the Higher Police to the effect that it would be best for the Y.M.C.A. to unite with the Japanese National Council. We have come to the pass that we must join the Japanese National Council voluntarily or else bear the consequences―of being forced to do so. Barnhart told me that he had intimation from Jorgenson whom he had met in Tokyo some weeks ago, that the Korean Y. Movement would have to join the Japanese National Council in some form or anther. Everybody who knows anything about the situation under which our Y.M.C.A. Movement works, agrees that it is no longer feasible to keep the National Council of the Korean Y.M.C.A.'s keep its independent status.

Seoul home. A week ago Mr. Kim Chang Jay in a long public prayer thanked God that female education in Korea owed its success to the grace of Jesus. He was summoned to the West Gate Police Station and was soundly reprimanded for having ascribed the success of female education in Korea to the grace of Christ instead to the benevolence of the Imperial Majesty. He was served right; for he is old enough and sensible enough to have known better the requirements of the times.

Seoul home. 5:30 the Board of Directors of the Central Y.M.C.A. held its regular meeting. After the routine work was over I presented two recommendations; (1) to invite two members of the Keijo Y.M.C.A. directors to serve as our honorary directors; (2) and to request the Executive Committee of the Korean National Council to appoint a committee to open negotiations with the Japanese Y.M.C.A. National Council to unify the two Councils as speedily as possible. Both recommendations moved and carried. The members of the Korean N.C. residing in the country were to be invited to a meeting of the Council next Tuesday to pass on the important question. The Chief of the Higher Police Section, his vice chief and two detectives watched the meeting.

This morning Mr. Yi Kak Chong called and volunteered the information that the Secret Higher Police has a positive proof that the Russian Communists are keeping up Communist cells in Korea and are getting important news from Korea as to the movements of the Japanese troops etc. via America through English speaking Koreans. This makes the Police so sensitive and suspicious about everything a Korean who has been abroad(in America and Europe) . Mr. Yi further said the Secret Police has a book in which all English speaking Koreans are black listed as possible or potential spies. I and Hugh Cynn are among the list. Compare this with what Mr. Saito, the General Secretary of Tokyo Y.M.C.A. told us a week ago, when I met him at the Chosun Hotel. He said that the Seoul Police regard the C.C.C. and the Y.M.C.A. as the medium through which funds come from America to feed the Communistic cells in Korea.

Yesterday afternoon Barnhart wisely intended to present resignation of his principalship of the Y.M.C.A. School. Dr. Underwood and Yu told him not to the former saying that Barnhart shouldn't voluntarily give up a position which he might never again be allowed to hold! Pity, Dr. Underwood doesn't know the Japanese anti-foreign psychology and policy in Korea.

Seoul home. Hear the Chong No Police summoned Dr. Kim Helen and Mrs. Yu Kak Kyong to the Station and told them to sever the Y.W.C.A.'s connection with the International Y.W.C.A.

Seoul home. The Union of the Korean Y.M.C.A.'s had a meeting at the Central Y. from 5:30 p.m. Of the 12 members to come only three were absent. The proposal to bring about an integral union with the National Council of the Japanese Y.M.C.A.'s was unanimously approved. A Committee of Four was appointed to open the negotiations with the Japanese Council. The Committee: Messrs. Yu O.K., Shin Kong Sook, Barnhart and myself. An official letter was sent to Mr. Saito of the Tokyo Council asking him to present the matter to the Japanese Council so that a similar Committee might be appointed to meet with us to discuss the details of the proposes.

Seoul home. Hear Hugh Cynn was taken to the West Gate Police Station yesterday afternoon.

By appointment met Messrs. 內藤英雄 and 湯本良助 of the 東亞文化 實業協會 at Mr. Niwa's office. Mr. Naito asked me some pertinent questions about the Korean's attitude toward Japan. I told him that the intellectuals of Korea today all realize that the destiny of the Korea is inseparably bound with that of Japan that the best interests of the Korean people can be promoted by becoming one with the Japanese people and that Manchuria and North China have opened up a field for the development of the Korean people never before dreamt of.

Yesterday morning I further told Mr. Naito and his companion that when christian leaders are willing and working to be the loyal subjects of Japan, the West Gate Police terrorism arresting and persecuting such men as Koo, Hong, Jung and scores of others for the silly reason that they have been members of certain clubs which was started under the administration of Governor GeneralSaito. That these clubs have existed over 14 or 15 years having never done anything culpable is proof enough that their member are innocent of any anti-Japanese activities. All this terrorism only a few days after the Christians were told that what they had done before the Union was organized would be regarded as blank sheet is a great blot to the veracity of the rulers.

Seoul home. Mr. 內藤英雄 invited Mr. Niwa and me to lunch at Chosun Hotel 12. The food was tasteless and the conversation ditto. I didn't enjoy both. Not that Mr. Naito is an unpleasant man. He is as broadminded as a Japanese gentleman can be. He has travelled extensively through India, South America and the South Sea Islands etc. My mind so preoccupied with fears and anxieties living in an atmosphere charged with injustice, suspicion, espionage and oppression.

Our Grace and her baby left Seoul this afternoon 4:15 for Kyoto. God bless them! We shall miss them so much.

Called on Mr. Choi Rin at his home 8-9 a.m. He said he had seen Mihashi, Director Police Bureau yesterday who told him that he was trying to keep the West Gate Inquisition from getting enlarged and that the school question was worrying him. Now, the school he refers to must be C.C.C. Compare this statement with what the Mai-il Shim Bun, the Korean edition of this Government organ, says this morning. The paper in white and black plainly declares that "it is a shame or disgrace to entrust the education of the subjects of the Empire to foreigners whoever they may be; and that on this account, efforts have been made in recent years toward taking the management and principalship of schools from the hands of foreigners. Time will soon come when foreigners will be barred from being principals of secondary schools. Pity missionaries are so ignorant of or indifferent to the policy and psychology of the Japanese that they actually appointed Dr. H.H. Underwood, the President of the Severance Medical College 3 months ago. Not only so Underwood advised Barnhart not to resign principalship of the Central Y. School.

Seoul home. 7:30 p.m. went to Chun Hyang Won Restaurant where a large number of Koreans were gathered to entertain Mr. Oh-tani, the Minister of Colonial Dept. He is a priest politician―big, hearty. I don't suppose he cared a fig for the Korean feast any more than I did.

Went to the Keijo University 10 a.m. to be present at the historical ceremony of admitting the Korean Volunteers(202) to the Volunteer Training School. The South Jun-La Province represented by 47 while the North Ham Kyong Province, by 6 only. Very strange I had all along thought the Pyong Yang and Ham Kyong Provinces would contribute most of the volunteers.

Seoul home. Just a month since Koo Ja Ok and Hong Pyong Sun were arrested. Hong has never done or said anything anti-Japanese. Why he is taken is a puzzle. As for Koo he has hardly a friend in Central Y. His snappy temper and sharp tongue have alienated the good will of almost everybody in the Association. I had told him time and again to be on good terms with Hong P.S. and Hyon D.W. But Koo succeeded only in making them dislike him more and more until Hyon had quit the Central Y.Koo could never have gotten the position he has now as long as Cynn remained a power in Y.M.C.A. Pastor Won Ik Sang and Yi Jai Kap literally forced Cynn out of the Central Y.Koo should have shown his gratitude or appreciation at least to these two men. But no sooner Koo got into the Y. than he made bitter enemies of these two fellows by his biting tongue and icy manners. Integrity is the chief virtue of Koo and he has made the Central Y. a gong concern which Hugh Cynn had left deep in debt. Yet honesty, alone can't work in managing a public organization.

Seoul home. 9:30 a.m. went to the Social Education Office. With Messrs. Maida, Jo Byong Sang, Yi Kak Jong, called on the Governor General and the Vice Governor to report the result of the Promoters' Meeting for the organization of the National Mobilization Federation in Korea.

1:30 p.m. to the Station to welcome Messrs. Yamamoto(山本忠興) and Saito(齊藤惣一郞) , two members of the Japanese Y. National Council, who have come to arrange the terms of admitting the Korean Y. National Council into the Japanese Council. The Committees of the two Councils met at the Keijo Y.M.C.A. from 3 p.m. After 3 hours' friendly discussion, we came to the following conclusions subject to the approval of the two Councils. (1) The name of the Korean Y. National Council is to be changed to "the Korean Union of the National Council of Japanese Y.M.C.A.'s (2) The relations which the Korean Council used to maintain with the International Y.M.C.A. Organizations are to be transferred to and carried on by the Japanese Council. (3) The Korean Council is to write formal letters to these bodies announcing its withdrawal from them. (4) The New Constitution of the Korean Union is to be prepared by the members of the two committees residing in Seoul. I entertained the members of the two Committees and Mr. Kim Tai Woo to supper at Chosun Hotel.

Seoul home. 10 a.m. Messrs. Yamamoto, Saito, Niwa and I called on Governor General, Vice Governor, Director Education, Director Home Affair, Chief of Public Safety Section to report what the two Committees had arrived at yesterday afternoon.

The Japanese members of the Committee gave us a lunch at the Chosun Hotel. Messrs. Yamamoto and Saito left Seoul 4:15 for Japan.

From the station went straight to the Ewha College with Mr. Yu O.K to attend a meeting of the Executive Committee. I had to preside Miss Young's resignation accepted. Supper at the dormitory. It was evident that there are friction between Helen Kim and Miss Appenzeller.

7 p.m. went to Myong Wol Kwan to a supper given in honor of General Nakayama. A usual I felt so out of element there. For the first time met mr. Mihashith Director of Police Bureau, he looks almost boyish in spite of his middle-agedness. This man has in his hand the liberty and life of the poor Koreans who are undergoing inquisition in the West Gate Police Station.

Dr. Helen Kim and Mr. Yun Sang Soon called. They are alarmed by the persistent rumor that the West Gate Police intend to terrorize the Ewha College as soon as they are through with the C.C.C. They wish Miss A. would resign and reorganize the College staff in such way as to win the confirm of the Police―who is running everything in Korea. Told Helen I would see Kim Tai Woo to ask what the authorities want.

Seoul home. 7:30 a.m. called on Kim Tai Woo. The gist of what he said: (1) The Education authorities have nothing to complain of toward the C.C.C. or Ewha College. The Education Bureau from the Director down are disgusted with the proceedings of the West Gate Police. (2) It is the Director of Police and the Dangerous Thoughts Prosecutor who want to imprison everybody whom they suspect of harboring "dangerous thought"―of Communism or Korean national or racialism. (3) The Governor General, the Vice-Governor and the Director of Home Affairs have told the Thoughts Prosecutor to let me alone.

I told Kim since it is the Police that suspect and persecute these poor institution, is there anything that we can do to disarm this everlasting suspicion and persecution? Kim promised he would ask the Education Director and let me know.

9 a.m. went to the Japanese Y. to rewrite the Constitution of the new Korean Union of the Japanese National Council of Y.M.C.A.'s On our side Pastor Shin, Mr. Barnhart and I all agreed to copy the Japanese "Domei" Constitution as closely as possible.

Seoul home. 10 a.m. went to the Education Bureau to hear the report of the nominating committee. That committee was to nominate the President of the Korean Union of the National Mobilization. Mr. Kada had suggested, before he left Seoul for Tokyo that I should be made the President. The Korean members of the committee also so inclined. But objections rose from some Japanese that, as I was liable to be arrested by the West Gate Police, I couldn't be nominated. Over a week the question of getting the right man for the Presidency of the Union agitated the wise heads in the upper sank of the Government General. Mr. Yanabe was finally nominated. But today it was announced that the Director of Education. Mr. Shiozawa would fill the place for the time. I am glad I wasn't nominated.
