캄보디아와 문화유산 분야 협력 강화 위한 공동 보도문 발표 (2.28. 캄보디아 시엠립)
문화재청(청장 최응천)은 2월 28일 오전 9시 30분(현지 시간) 캄보디아 시엠립에서 앙코르 유적 보존·관리를 전담하는 캄보디아 정부기구인 압사라청(APSARA National Authority, 청장 행 뽀우(Hang Peou))과 한국-캄보디아 문화유산분야 고위급 회담을 갖고, 양국 간 문화유산 분야의 협력을 강화하기 위한 「대한민국 문화재청과 캄보디아왕국 압사라청 간 공동 보도문」을 발표했다.
공동 보도문은 대한민국 문화재청과 캄보디아 압사라청이 ▲ 앙코르 유적을 포함한 국제개발협력 사업, ▲ 고고학 조사 및 발굴유물의 보존·복원협력, ▲ 세계유산 등재·보존 및 관련 연구 협력, ▲ 문화유산의 보존·관리·활용·디지털화 등 총 7개 부문에 대해 축적된 기술과 경험을 공유한다는 내용이다. 또한 양 기관은 올해 중으로 이번 공동 보도문에서 합의한 내용을 담은 「교류협력 양해각서」를 체결하기로 하였다.
앞서 문화재청(수행기관 한국문화재재단)은 지난 2010년부터 앙코르유적의 보존을 위해 네 차례(2010, 2013, 2015, 2017년)에 걸쳐 캄보디아의 앙코르보존소 및 국립박물관에 보존처리 장비를 지원한 바 있다. 또한 2013년에는 앙코르유적 내 프레아피투 사원의 보존・복원을 위한 업무협약을 체결하였으며, 2015년부터 한국국제협력단의 지원을 받아 한국문화재재단에서 프레아피투와 코끼리테라스에 대한 보수정비 사업을 진행하며 꾸준히 교류해왔다.
이번 공동 보도문은 2010년부터 지속되어온 대한민국과 캄보디아의 문화유산 협력과 연대를 강화하는 분기점이자, 양국 모두에게 의미 있는 결과가 될 것으로 기대한다.
문화재청은 이러한 인연을 바탕으로 2024년부터 압사라청과 협의를 통해 앙코르와트 3층(바칸) 기단부의 보존・복원을 위한 신규 국제개발협력(Official Development Assistance) 사업을 계획하고 있다. 해당 사업이 시작되면, 대한민국은 미국・독일・이탈리아・일본에 이어 다섯 번째로 앙코르 유적의 심장이라 할 수 있는 앙코르와트 보존복원사업에 참여하게 되는 것으로, 문화재청이 보유한 수준 높은 문화유산 보존기술을 펼쳐 대한민국의 위상을 드높일 수 있을 것으로 기대된다.
한편, 공동 보도문 발표에 앞서 진행되는 고위급 회담에는 최응천 문화재청장과 행 뽀우 압사라청장 외 한국문화재재단의 최영창 이사장과 킴 쏘틴(Kim Sothin) 압사라청 부청장, 쏨 쏘파랏(SOM Sopharath) 앙코르 유적 보존・예방 고고학국장 등이 참석하여 양국의 세계유산 등재 협력과 공동 조사 및 교육, 앙코르와트 신규사업 등에 대해 논의했다.
문화재청은 앞으로도 수원국 요청 등을 반영하여 국제개발협력 사업의 내실화를 기하면서 이집트, 콩고민주공화국, 페루 등으로 사업 대상 국가를 확대하는 문화유산 외교를 단계별로 실천해 나갈 것이다. 아울러 작년 11월 한-아세안 정상회의에서 대통령이 제시한 ‘한-아세안 연대구상’이 성공적으로 이루어질 수 있도록 문화유산 분야에서도 뒷받침할 것이다.
On February 28, at 9:30 a.m. (local time) in Siem Reap, Cambodia, the Cultural Heritage Administration (CHA, Administrator Choi Eung-chon) held a high-level meeting with the APSARA National Authority (Director General H.E. Hang Peou) of the Cambodian government agency in charge of preserving and managing the Angkorian ruins, and issued a joint press release to strengthen cooperation in the field of cultural heritage between the two countries.
The joint press release states that CHA and the APSARA will share their accumulated technologies and experiences in seven areas: ▲international development cooperation projects including Angkor ruins, ▲ cooperation in archaeological surveys and preservation and restoration of excavated artifacts, ▲ cooperation in World Heritage listing, preservation, and related research, and ▲ preservation, management, utilization, and digitization of cultural heritage. In addition, the two organizations will sign a "Memorandum of Understanding for Exchange and Cooperation" that includes the contents agreed upon in this joint press release later this year.
Since 2010, CHA (with Korea Cultural Heritage Foundation or KCHF as its implementing agency) has provided conservation treatment equipment to Cambodia's Angkor Conservation Center and National Museum four times (2010, 2013, 2015, and 2017) to help preserve the Angkorian ruins. In 2013, they signed an agreement to conserve and restore the Preah Pithu temple in Angkor. Since 2015, KCHF, with the support of KOICA, has been carrying out conservation and maintenance projects on Preah Pithu and the Elephant Terrace.
The joint press release marks a milestone in strengthening cultural heritage cooperation and solidarity between the Republic of Korea and Cambodia, which has been ongoing since 2010 and is expected to be a meaningful outcome for both countries.
Building on this relationship, CHA is planning a new ODA project for the conservation and restoration of the third floor (Bakan) of Angkor Wat in consultation with APSARA starting in 2024. Once the project begins, the Republic of Korea will be the fifth country after the United States, Germany, Italy, and Japan to participate in the preservation and restoration of Angkor Wat, the heart of the Angkorian ruins, and is expected to raise the country's profile by showcasing its advanced cultural heritage preservation technology.
Meanwhile, the high-level meeting held before the joint press release was attended by Choi Eungchon, Administrator of CHA and H.E. Hang Peou, Director General of APSARA, as well as Choi Young-chang (President of the Korea Cultural Heritage Foundation), Kim Sothin (Deputy Director General of APSARA), and Som Sopharath (Director, Department of Conservation of Monuments and Preventive Archaeology), to discuss cooperation on the inscription of World Heritage List, joint research and education, and new projects at Angkor Wat.
CHA will continue to implement cultural heritage diplomacy step-by-step, expanding the target countries to Egypt, the Democratic Republic of Congo, and Peru while striving to improve the quality of international development cooperation projects in response to requests from recipient countries. CHA will also support the realization of the ‘Korea-ASEAN Solidarity Initiative’ proposed by the President at the ASEAN-ROK Summit last November.
