Yesterday an Association for the Mongol-Manchurian Development(滿蒙開發團) had its formal inauguration in the Public Hall 公會堂. Its Director-in-Chief an Admiral Yokoyama橫山正恭 and its 團長 or President, Mr. 趙鼎允. Its ostentatious object is to open or force open Mongolia and Manchuria for the Korean emigrants. It's rumored that the real object of the organization is to help an Ex-Tuchun(張宗昌) to overthrow the Present Mukuden Government. In case he succeeds, he is of course to become a Japanese tool to hand over to Japan the Province of Kirin for the settlement of Korean emigrants. A couple of thousand Japanese 浪人 or adventurers in Chinese uniform are to constitute the backbone of the movement. Rich Koreans are to supply much of the money needed for the enterprise. A Company of Korean soldiers―say 500 strong―is to form of part of the advance guard in order to give the movement a color that the Koreans are backing the Tuchun in his revolt. 蔡基斗 a notorious Korean scalawag is the Korean manager of the show. They have headquarters in the Chosen Hotel. 蔡 wrote me a letter asking me to consent to be the Vice-Director―副總裁. If the Government General is backing this plot, it deserves the hatred of every Korean.

Cousin 致明 called and urged me to help moving the Primary School at 屯浦 to 館墟(관터) thus placing the school in the Centre of the 面. It will cost ¥14,000.00 to do so and nobody to furnish the money except cousin 致昭 and me.

The more I think of it the less I am inclined to give ¥5,000.00 or ¥7,000.00 for the scheme. (1) What with two famine harvests, what with low price of rice below 6 sen per 斤 at present, what with ever increasing expenditure, I am hard up for cash to meet even the current expenses of domestic budget. (2) The question is not a school for our native 面 or none at all, but a matter of changing the location of an already going school. (3) When I gave ¥5,000.00 in 1920~1 to establish a Primary School for(陰峰面) the most desirable location was 大洞; but for certain personal reasons cousin 致昭 sided with well known rascal 南鳳熙 to locate the school at 三街里. (4) For my generous gifts, no Governor of 忠南道, no 郡守, no private individuals have said a word of appreciation. Wait until the people of the 屯浦面 realize the necessity of moving the school and know how to thank for a gift.

Understand 蔡基斗 and Co. have written to nearly 40 well to do Koreans in the city asking them to become some kind of honorary members―which of course means contributors of money. 趙鼎允 is reported to have given them ¥2,000.00.

Seoul home. A letter of 尹龍周 a will known rascal of the vilest type, who seems to be the secretary of 蔡基斗 wrote me another letter emphasizing what 蔡 had said with the threat that I would regret if I didn't listen to him.

For Koreans who shout "Mansei", nothing but torture and imprisonment. For law-abiding Koreans who have some means, these Government backed bandits are permitted to threaten and rob. Yet the Japanese wonder why the Koreans are ungrateful for the benevolent Japanese rule!

Seoul home. Called on Frank Kim, editor Seoul Press―told him about the blackmailing letters of 蔡基斗 etc. and asked him if he would be willing to publish an article I intended to write. Of course he said he would have to consult his Chief, Mr. 松岡, Mr. 朴錫澈, the Assistant editor of 每日申報―called at 4 p.m. He told me that Mr. 松岡 and he had called on the Civil Governor 政務總監 and the police authorities about the letters, thus they strongly disapprove the doings of the 開發團 that they are watching closely in order to catch the rascals in some actual misdeeds. Pak further told me that the fact that the 開發團 is backed by powerful 浪人 of Japan make the authorities here very careful not to do any rash thing!
