문화재청(청장 정재숙)은 근대시기 이전의 강수량 측정 기구로 우리나라 뿐 아니라 세계적으로 유일하게 남아 있는 것으로 알려진 보물 제561호 ’금영 측우기‘를 비롯해 조선 시대 측우(測雨) 제도를 계통적으로 증명해주는 2점의 측우대인 보물 제842호 ‘대구 선화당 측우대’와 보물 제844호 ‘창덕궁 측우대’를 국보로 지정 예고하였다.【유형문화재과】

문화재청(청장 정재숙)은 근대시기 이전의 강수량 측정 기구로 우리나라 뿐 아니라 세계적으로 유일하게 남아 있는 것으로 알려진 보물 제561호 ’금영 측우기‘를 비롯해 조선 시대 측우(測雨) 제도를 계통적으로 증명해주는 2점의 측우대인 보물 제842호 ‘대구 선화당 측우대’와 보물 제844호 ‘창덕궁 측우대’를 국보로 지정 예고하였다.
 
보물 지정 당시 명칭은 위 순서대로 ‘금영 측우기’, ‘대구 선화당 측우대’, ‘창덕궁 측우대’였으나, 원소재의 정확한 표기를 위해 각각 ‘공주감영 측우기’, ‘대구감영 측우대’, ‘창덕궁 이문원 측우대’로 명칭을 변경 예고하였다.
 
이 3점의 ‘보물’은 1971년(측우기)과 1985년(측우대) 두 번에 걸쳐 지정되었으므로 멀게는 근 50년 만에 국보로서 가치가 새롭게 인정받은 것이다. 1442년(세종 24년) 조선에서 농업에 활용하고자 세계 최초로 측우기와 측우대를 제작한 이후 그 전통이 면면이 이어져왔음을 보여주는 유물들로, 측우기의 경우 1911년 세계 기상학계에서 다른 나라에서는 찾아 볼 수 없는 유일하고 획기적인 발명품으로 이미 높은 평가를 받기도 했다.
* 서양에서 측우기는 1639년 이탈리아 과학자 베네데토 카스텔리(Benedetto Castelli)에 의해 처음 언급되었으나 제작되지 못했고, 이후 영국의 건축가이자 천문학자인 크리스토퍼 렌(Christopher Wren, 1632~1723)에 의해 1662년 최초로 서양식 우량계가 만들어졌다. 이는 우리나라보다 220년이 늦은 시기다. ‘금영 측우기’에 대해서는 1911년 세계적 학술지『네이처(Nature)』지(誌)에 처음 소개되었고 이 때 세계 유일의 측우기로 보고되었다. 이에 대해서는 현재까지 이견이 없는 상태임
 
보물 제561호 ‘금영 측우기(錦營 測雨器)’는 조선 시대 충남지역 감독관청이었던 공주감영[錦營]에 설치되었던 것으로, 1915년 경 일본인 기상학자 와다 유지(和田雄治, 1859~1918)가 국외로 반출한 뒤 1971년 일본에서 환수되어 서울 기상청이 보관해 오고 있다. 조선 시대에는 중앙정부에서 측우기를 제작해 전국의 감영에 보냈기 때문에 여러 점이 만들어졌으리라 예상되지만, 지금은 ‘금영 측우기’만 유일하게 알려져 있다.
*『조선왕조실록』세종 23년(1441년) 8월 18일자 기록에 의하면 서운관(書雲觀, 기상관측 기관)에 대(臺)를 설치해 비를 받아 강우량을 측정했다고 하며, 이듬해 1442년 5월 8일에 측정방식이 미진해 다시 원칙을 세웠으며, 이때의 원칙대로 만들어진 것이 ‘금영 측우기’임
* 일제강점기 조선총독부 관측소장을 지낸 와다 유지에 의하면, 1915년 경 국내에 알려진 측우기는 총 5기, 측우대는 총 10기였다고 함
 
‘금영 측우기’의 제작시기와 크기 등에 대해서는 중단의 바깥 면에 새겨진 명문(銘文)을 통해 확인된다. 명문에 의하면 이 측우기는 1837년(헌종 3년)에 만들었으며 높이는 1자(尺) 5치(寸), 지름 7치, 무게 11근으로 오늘날 치수로 환산하면 높이 31.9cm, 지름 14.9cm, 무게는 6.2kg에 해당한다. 이는 세종 대에 처음 만들어진 측우기 제도를 그대로 따른 것이다. 또한, 바닥면의 명문을 통해 통인(通引), 급창(及唱), 사령(使令)의 직책을 가진 관리들이 관련 업무를 담당했음을 보여준다.
* 측우기 중단의 명문: 금영 측우기는 높이가 1자 5치, 지름은 7치, 도광 정유년(1837)에 만들었고 무게는 11근이다.(錦營/測雨器/高一尺五寸/徑七寸/道光丁酉製/ 重十一斤)
* 측우기 바닥면의 명문: 입번은 통인, 급창, 사령이 담당함(入番通引/及唱/使令/次知)
 
이러한 측우기의 명문은 15세기 세종대 강우량 측정제도가 19세기까지 계승되어 원칙에 맞게 꾸준히 유지되었음을 보여준다. 형체 역시 자세히 보면 매우 정교하게 만들어졌음을 확인할 수 있는데, 운반이 편하게 상‧중‧하단 총 3개의 금속기로 구성되었으며 미세하게 상부가 넓고 하부가 좁아 서로 끼워 맞추도록 하였고 접합부는 대나무 마디처럼 만들어 기형(器形)의 변형을 막고자 했다.
 
그동안 조선 시대 측우기의 중요성과 상징적인 가치에 대해서는 많이 알려져 왔으나, 정작 측우기 자체의 현상과 사용법에 대해서는 제대로 밝혀지지 않았다. 문화재청은 측우기의 과학적인 제작기법을 규명하기 위해 국립문화재연구소 보존과학연구실과 함께 과학적 조사와 실험을 시행했으며 그 결과, 몇 가지 중요한 사실을 확인할 수 있었다. 먼저, 각 접합부는 빗물이 고였을 때 새는 것을 방지하고자 납땜을 해 고정한 흔적이 있었다. 또한 정밀측정을 한 결과, 높이가 주척(周尺)을 기준으로 1자 5치(1척 5촌)의 근사치에 해당하고 각 단은 약 5치의 크기로 만들어져 몸체 자체가 강수량을 알 수 있는 척도로서의 기능을 했음을 알 수 있었다.
 
이는 기존에 빗물의 양을 조선 시대 도량형 표준자인 주척을 사용해 별도로 쟀을 것으로 막연하게 추정해 온 것을 다시 생각해 볼 수 있는 여지를 준다.
* 주척(周尺): 문물제도가 중국 주나라에 근원을 두고 있다는 동아시아 이념에 영향을 받아 고려 시대부터 국가가 관리하는 도량형의 기본단위. 세종 때 척도의 근본으로 삼았으나, 실제 운용에 있어서는 주척을 중심으로 여러 가지 척도를 사용했음. 1자[尺]은 약 206~207mm임
 
세종 대 확립된 측우기 제도는 임진왜란 등을 거치며 제대로 시행되지 못하다가 1770년(영조 46년) 다시 부활하였다. 영조는 세종대의 제도에 따라 측우기를 제작하여 팔도감영에 보내고, 측우대는 세종 대 척도를 고증하여 1740년에 만든 신제척(新制尺) 가운데 포백척(布帛尺)을 따라 높이 1자(尺), 길이와 폭 8치(寸), 구멍의 깊이 1치로 하게 하였다. 이렇듯 영조 대에 새롭게 확립된 측우대 제작을 증명해 주는 유물이 보물 제842호 ‘대구 선화당 측우대(大邱 宣化堂 測雨臺)’이다.
* 포백척(布帛尺): 조선 후기 주로 사용한 도량형 척도. 옷감 등을 재단할 때 썼다고 해서 포백척으로 불림. 오늘날 미터법으로 환산하면 1자[尺]는 약460mm에 해당
 
‘대구 선화당 측우대’는 화강암으로 만들어졌으며, 전후면에 ‘측우대(測雨臺)’라고 새기고 ‘건륭 경인년(1770년) 5월에 만듦(乾隆庚寅五月造)’이라는 제작시기가 새겨져 있어 1770년(영조 46)에 제작되었음을 알 수 있다. 크기는 상면 길이와 폭이 36.7×37.0cm, 높이 46cm, 윗면 가운데 구멍은 지름이 15.5cm로서, 포백척의 1자가 약 46cm라는 점을 고려하면 이 측우대는 영조 대의 제도를 그대로 반영했다고 볼 수 있으며, 측우대 규격을 공식화한 당시의 역사적 사실을 증명해준다는 점에서 역사‧학술면에서 가치가 크다.
이번에 함께 지정 예고된 보물 제844호 ‘창덕궁 측우대(昌德宮 測雨臺)’는 1782년(정조 6)에 제작된 것으로, 측우대 제도가 정조 연간(1776~1800)에도 이어졌음 알려주는 유물이다. 비록 함께 있었던 측우기는 확인되지 않지만 명문과 <동궐도(東闕圖)> 등 회화자료를 통해 창덕궁 이문원(摛文院) 앞에 놓였던 사실이 확인되며, 정면에 조선 시대 강수량 제도의 역사를 설명해 놓은 긴 명문이 새겨져 있어 주목된다.
* 이문원(摛文院): 각종 왕실 문헌을 보관한 전각으로, 규장각의 부속 시설이었음
* 동궐도(東闕圖): 지금의 청덕궁과 창경궁 일대를 그린 궁궐그림으로, 19세기 전반에 제작. (국보 제249호)
 
이 측우대의 명문은 다음과 같이 중요한 사실을 알려준다. 첫째, 측우기는 1442년(세종 24년)에 구리로 주조하였으며 높이 1자 5치, 지름 7치라는 사실, 둘째, 1770년(영조 46년)에 세종 대의 제도를 따라 측우기를 만들고, 창덕궁, 경희궁, 팔도(八道), 강화부, 개성부에 두었다는 사실, 셋째, 1782년(정조 6년) 여름에 기우제를 지낸 후 비가 내렸고 정조의 명으로 규장각 이문원 뜰에 측우기를 설치했다는 사실이다.
 
이렇듯 ‘창덕궁 측우대’는 조선 전기에 확립된 강수량 측정제도에 연원을 두고 있으며, 조선 후기까지 그 전통이 지속되었음을 증명해주는 사례로서 중요한 의의가 있다.
 
조선 시대 측우기와 측우대는 농사를 천하의 큰 근본으로 삼았던 당시, 기상(氣像)을 기록하고 다음 해 농사일에 준비하기 위한 매우 중요한 도구였다. 특히, 가뭄과 홍수 대비를 위한 측우기를 고안하고, 고을 수령이 직접 우량(雨量)을 왕실에 보고토록 한 제도는 세계 과학사와 농업사에서도 찾아보기 힘든 우리나라 고유의 전통이었다.
 
이번에 국보 지정 예고된 ‘금영 측우기’를 비롯해 ‘대구 선화당 측우대’와 ‘창덕궁 측우대’는 제작시기와 연원이 명확할 뿐 아니라 농업을 위한 과학적 발명과 그 구체적인 실행을 증명해주는 유물로서 인류문화사의 관점에서도 큰 가치가 있다. ‘금영 측우기’는 1837년에 제작되었으나 실물의 크기가 세종 대 측우기 제도에 기원을 두고 있으며, 두 점의 측우대 역시 규격과 명문을 통해 그 계통을 따랐음을 말해준다.
 
이러한 사유로 세계과학계에서도 인정한 현존 유일의 측우기와 더불어 측량의 역사를 증명하는 두 점의 측우대를 함께 국보로 지정해 우리나라 전통과학의 우수성과 그 가치를 국내외에 널리 알릴 필요성이 충분하다.
 
문화재청은 국보로 지정 예고한 「금영 측우기」 등 총 3건에 대해 30일간의 예고 기간 동안 각계의 의견을 수렴·검토하고 문화재위원회의 심의를 거쳐 국가지정문화재(국보)로 지정할 예정이다.
 
The World's Oldest Rain Gauge to Become a National Treasure
 
 
The Cultural Heritage Administration of the Republic of Korea, headed by Administrator Chung Jae-suk, has announced that the rain gauge from the Chungcheong-do Provincial Office in Gongju is being designated a National Treasure. It is the only surviving example of a pre-modern rain gauge in the world. Being designated alongside it are two rain gauge supports respectively formerly installed at the Gyeongsang-do Provincial Office in Daegu and in Changdeokgung Palace. These three pieces of heritage testifying to the weather monitoring system of the Joseon Dynasty (1392–1910) are currently registered on the list of Treasures: the rain gauge was registered in 1971 and the two pedestals in 1985.
 
The designation of these three heritage items as National Treasures, the title given to heritage of the greatest national importance, is a reinterpretation of their significance in the history of meteorology at the national and global level. They demonstrate the long-standing tradition of systematically crafting rain gauges and rain gauge supports and methodically measuring precipitation. The invention of a rain gauge (called a cheugugi 測雨器 in Korean) dates to 1442 during the reign of King Sejong (r. 1418–50). This is arguably the earliest known creation of a systematic precipitation-measuring device anywhere. The creation in Korea of a scientific instrument for monitoring precipitation became internationally known with its introduction in the British science journal Nature in 1911.
 
This rain gauge (presently Treasure No. 561) was crafted in 1837 and installed at the Chungcheong-do Provincial Office in Gongju. It was transported to Japan in 1915 by the Japanese meteorologist Wada Yuji, but returned to Korea in 1971. It has since been preserved at the headquarters of the Korea Meteorological Administration in Seoul. Rain gauges were centrally fashioned by the royal court and distributed to provincial governments during the Joseon era. Among the many rain-measuring devices believed to have been crafted throughout the Joseon period, the Gongju rain gauge is the only surviving example.
 
The rain gauge was built in three sections with an inscription on the outer surface of the middle section that lists its production date and size. The inscription tells that the rain gauge is 31.9 centimeters in height, 14.9 centimeters in diameter, and weighs 6.2 kilograms. These proportions are a faithful reflection of the standardized dimensions established during the reign of King Sejong. An inscription carved on the underside relates that there were officials designated for the management of this rain gauge. The inscribed information on this 19th-century instrument demonstrates that the rainfall-measuring system established in the 15th-century was sustained until at least the late Joseon period.
 
The Joseon rain gauges are well known for their symbolic significance. The details of their production and use, however, have relatively remained obscure. To address this, the Cultural Heritage Administration and the Conservation Science Division of the National Research Institute of Cultural Heritage have been conducting scientific research on the Gongju rain gauge, which has brought to light a range of important facts about this historic precipitation-measuring instrument. It revealed signs of welding where the three individual sections were joined, purportedly for the purpose of preventing any leakage if the rainfall collected surpassed the lowest section. In addition, a precision survey of the rain gauge has confirmed that its body indeed served as a ruler. This finding calls into question the long-held understanding that the rainfall collected using the gauge was measured with a separate instrument.
 
The precipitation-measuring system set up in the mid-15th century was interrupted during the Japanese invasions of the late 16th century, but was revived in 1770 during the reign of King Yeongjo (r. 1724–76). At that time, rain gauges were crafted in accordance with the standards originally established during the reign of King Sejong. New dimensional guidelines were instituted for the production of the pedestals by referring to measurements applied in Sejong's era. These centrally-made rain gauges and their supports were dispatched to the provincial governments. The rain gauge pedestal (測雨臺) from the Gyeongsang-do Provincial Office in Daegu (presently Treasure No. 842) is among the rain gauge pedestals crafted at this time.
 
Made from granite, the Daegu rain gauge support survives as an embodiment of the meteorological system from King Yeongjo's reign and pays testimony to the historic standardization of the size of the pedestals for the rain gauges.
 
The other rain gauge support being entered on the list of National Treasures was installed in front of the Imunwon , an office storing royal documents, within Changdeokgung Palace. It was crafted in 1782 during the reign of King Jeongjo (1776–1800). This pedestal (presently Treasure No. 844) demonstrates that the practice of installing rain gauges continued at least into King Jeongjo's reign. This pedestal is represented in the painting Donggwoldo (Eastern Palaces), confirming the content of the inscribed writing on its front side regarding its placement in front of the Imunwon office. The inscription also provides information on the history of precipitation measurement during the Joseon era.
 
The Imunwon rain gauge pedestal serves as evidence that the precipitation measurement system from the early Joseon era was maintained well into the later period of the dynasty.
 
These rain gauges and pedestals were important instruments in the agricultural society of the time where recording meteorological trends and making according preparations were of great significance. The Joseon royal court collectively made rain gauges and distributed them to each province, the state-appointed governor of which measured local precipitation and reported the results back to the royal court. This centralized meteorological system is a unique Korean tradition with few parallels in the world.
 
The Gongju rain gauge and the two pedestals provide exact information on their production dates and origins, an eloquent testimony to the birth of a significant and enduring innovation in agricultural science. This rain gauge globally recognized as the oldest pre-modern example is expected to contribute to the appreciation of traditional Korean science within the international community.
 
The designation of the Gongju rain gauge and two pedestals as National Treasures will undergo a 30-day notification period, during which public opinion will be gathered and reviewed before it undergoes deliberation by the Cultural Heritage Committee in the final step of the designation process.
